Since 1992, we have worked with law firms and companies on a broad range of customs-related projects. Our consultants have worked extensively in the areas of assist identification and valuation, classification, valuation (particularly complex cost-plus calculations), and country-of-origin assessments under free trade agreement rules and regulations. We also offer a variety of CBP data-related services ranging from simple database merges to complex analyses as follows:
· Organize, merge, and refine raw customs data to create databases critical to in-house and/or government analysis and evaluation
· Monitor entry data to calculate interest over- and under-payments, and identify shortfalls in refunds due.
· Apply attribute discovery sampling (using EZ-Quant® software) to generate random sample databases and assist companies in accordance with the U.S. CBP’s Focused Assessment Program.
· Develop databases, methodologies, and computer programming necessary to identify and quantify reporting errors, assist with prior disclosures, and calculate additional duties and/or fees owed.

Increasingly, companies are performing research and development in one country contracting out manufacturing in other countries, and shipping the beneficiary goods to yet other countries. In such instances, expenses associated with directly-related production assistance, such as research and development, provision of tooling or dies, may give rise to dutiable assists that, if not captured in the base declared value, must be accounted for separately in customs value upon importation. These calculations require critical determinations regarding product scope, time period, and data sources. CapTrade has experience in reviewing a company’s activities and accounting systems to determine if potentially dutiable assists have been provided, and if so, calculating the total assist values and apportioning them over global shipments. Our experience in assist valuation and apportionment covers a host of products, including apparel, high-tech consumer electronic goods, aerospace, and materials processing equipment. Our country experience includes the United States, the European Union (and member states), the United Kingdom, Canada, Japan, and Australia.
